Comrade Per Fagereng Very Confused about CABS, KPFA, Cows

Recently in the WWeek article full of embarrassing details the Inner party usually prefers to ignore, Comrade Per asked, incessantly(quote) about CABs.  And not just to move his cows:

How does a Community Advisory Board get chosen? Pacifica Radio has elected boards. Competing CABs get voted in and out, and Pacifica is in worse shape than KBOO.
If not elected, how does a CAB get selected? Does the KBOO Board pick the leaders of a community? Or does it leave the job to an outside group?[snip]

My incessant questioning has been amply rewarded. I now have three answers.
1. A Community Advisory Board is really kind of toothless. It can even provide cover if an organization desires.
2. CABs are appointed. Over time their advice becomes balanced, kind of like a rolling survey.
3. Nevertheless CABs can give us information we don't get from our programmers. Using Ed's example, Celeste Carey, Cecil Prescod, Joanne Hardesty, Eugen Rashad and others may be missing some folks in the African-American community.
Okay, so any information is better than none.

But then Comrade Per makes a comment implying he knew what CABs were all along from KPFA:

KPFA had bitter CAB elections, which meant that members voted on who would advise the station. Every year it seemed they got a different bunch. Now they have bitter board elections.
Except the archives at KPFA tell a different story.  While there's simular "excitement" among members, as far as CAB is concerned, most members voted for it.  Hardly a "bitter" CAB election:

Looks like Comrade Per will be taking a leetle vacation to the Tillamook Work Camps!  He'll be happy to know there's a vibrate bovine community in residence!

    Despite some controversy (or maybe in part because of it), the BlueOregon Action petition supporting Thom Hartmann's addition to their lineup is going gangbusters. Nearly 4800 people have signed on so far.

    KBOO has also weighed in on Facebook, letting their fans know that they're listening. There's a lot of back and forth on the issue, very interesting and constructive community conversation. Check it out. I love how Portland and the surrounding area can come together to have this kind of public discourse.
